Mr. Guerard joined the DEA as a Special Agent in 1990. He retired from DEA after 20 years as Supervisory Special Agent. He served around the world and in all the capacities of DEA Special Agents.

Professional Career Highlights

Mr. Guerard began his law enforcement career in 1980 as a Police Officer in Massachusetts where he served until 1990. Mr. Guerard began his DEA career in 1990 as a Special Agent in the New York Field Division, where he served with distinction until he was reassigned to the New England Field Division in 1998. While in the New England Division he was assigned to the Logan International Airport Interdiction Task Force.

In 2000, he was reassigned to the Worcester, MA DEA office as an Acting Supervisory Special Agent to lead a newly formed Tactical Diversion Task Force (TDS). He held that position until 2003 and was promoted to a Supervisory Special Agent position to head the Boston Division's Mobile Enforcement Team (MET).

In 2006, Mr. Guerard was promoted to the position of Resident Agent in Charge and tasked with the responsibility of heading the Portland Maine Resident Office of the New England Field Division. With offices and personnel in Portland and Bangor, Maine, he was responsible for the coordination and execution of DEA enforcement strategies regarding federal drug law enforcement in the State of Maine.

In 2008, Mr. Guerard was reassigned to the DEA Office of Inspections, DEA Headquarters, Arlington, VA where he served as an Inspector. While assigned to the Office of Inspections, Mr. Guerard was responsible for the coordination and supervision of the systemic review of all DEA programs world-wide to assess the impact and effectiveness in attaining agency goals.

Education and Background

Mr. Guerard is a graduate of American International College with a Bachelor of Arts Degree in Psychology and Education. He completed graduate course work and received a Master of Sciences Degree in Criminal Justice Administration at Western New England University. Mr. Guerard is qualified in federal and state court as an expert witness in the areas of drug trafficking and criminal investigation.

Current Security Clearance

Mr. Guerard currently holds a Top Secret security clearance.
